Under Government Regulation No. 42 of 2024, every cosmetic product circulating in Indonesia must hold halal certification after 17 October 2026. Standard certification takes three to six months. If you start from zero today, you will not make it. Manufacturing with a factory that is already certified is the shortest path left.

What changes on 17 October

Halal stops being a marketing claim and becomes a condition of market access.

It covers imports too

The law applies to products produced, traded or circulated in Indonesia — domestic and imported alike. An imported cosmetic must hold halal certification recognised by Indonesian authorities, or be certified locally through BPJPH.

There is no further extension

BPJPH has stated publicly that the October 2026 deadline will not move again. Earlier phases were extended; this one is being treated as final, and enforcement is being coordinated together with BPOM.

The old MUI logo expires

The MUI halal mark has been superseded by the official Halal Indonesia mark issued by BPJPH. Packaging still carrying the old logo needs to be planned out now, not after your stock lands.

Regulatory basis: Law No. 33 of 2014 on Halal Product Assurance, as implemented through Government Regulation No. 42 of 2024. Requirements are administered by BPJPH under the Ministry of Religious Affairs, increasingly in coordination with BPOM. Always confirm the current requirement and your applicable pathway with BPJPH or a licensed Indonesian registration agent.

The arithmetic nobody wants to do

Three to six months of certification does not fit into the time that is left.

A brand starting certification from zero today faces the audit, the fatwa process, the raw-material dossier and the registration queue — and then still has to manufacture, ship and clear customs. The calendar does not work. What does work is producing with a manufacturer whose facility and materials are already inside a recognised halal system, so the certification burden on your side is dramatically smaller.

Is your halal certificate recognised in Indonesia?

Our halal certificate is issued by Shanghai Global Halal Certification Service and states accreditation and recognition by BPJPH / Halal Indonesia, alongside JAKIM (Malaysia), the Central Islamic Council of Thailand and HVCS (Vietnam). We send the full certificate PDF, including the verification QR code and the BPJPH accreditation reference, at first contact. We also encourage you to confirm the current recognition status and your applicable certification pathway directly with BPJPH or your licensed Indonesian agent — that is normal due diligence and we will never discourage it.

Does your certificate mean my product is automatically halal-certified in Indonesia?

No, and any manufacturer telling you otherwise is overselling. Our certificate covers our facility and our production of cosmetics. Your finished product still needs to be registered in Indonesia by a local legal entity — your importer or a licensed registration agent — through BPJPH, alongside BPOM registration. What our certificate changes is the difficulty of that process: you are registering a product made in an already-certified facility with halal-compliant materials and a complete documentation file, rather than building all of that from scratch.

What exactly do you provide for the BPOM and BPJPH files?

Formula composition, manufacturing flow chart, GMP certificates, halal certificate, free sale certificate, raw-material specifications and COAs, stability data, finished-product COA, and packaging artwork prepared for Indonesian labelling. We also screen the formula in advance against Indonesia's banned and restricted ingredient list, so a problem surfaces before production rather than during registration.

Can you make the formula alcohol-free and free of animal derivatives?

Yes, and this is standard for us rather than a special request. We formulate without ethanol and replace animal-derived ingredients — collagen, keratin, lanolin, beeswax, carmine, animal-origin squalane — with plant, marine-free or synthetic-biology alternatives that perform as well or better. The same formulation approach also satisfies vegan positioning, which is useful if Indonesia is one of several markets for you.

Your certificate expires on 20 July 2027. What then?

Halal certification is renewed on a cycle, and we manage renewal ahead of expiry. We are telling you the expiry date openly on this page rather than hiding it, because you will see it on the certificate anyway and you should be planning your own registration timeline around real dates. If your order runs close to that date, ask us for renewal status in writing and we will give it to you.

I heard you also have a factory in Malaysia. Should I produce there instead?

Not for halal, not today. Our Malaysian plant in Sungai Petani, Kedah holds GMP certification and its halal certification is currently in application. Our halal-certified production is in Guangzhou. Malaysia is the better choice if you specifically need ASEAN-origin manufacturing for tariff or positioning reasons; for halal cosmetics right now, Guangzhou is the answer, and we would rather tell you that plainly than route you somewhere that sounds better.

What is your minimum order, honestly?

500 units per SKU with stock packaging. That rises to 3,000 units if you want a custom bottle or tube colour, and 10,000 for a custom mould, because those minimums come from our packaging suppliers rather than from us. You can mix several SKUs in one shipment as long as each SKU meets its own minimum — that is how most new brands start.

How fast can you actually deliver?

Production is approximately three weeks once every packaging component has arrived at the factory. Packaging is the real variable, not production: stock packaging arrives quickly, custom-printed tubes and custom-colour bottles add weeks. We give you a packaging arrival date and a shipment date together in the proforma invoice so you can see exactly where the time goes.
